The Utah State Legislature’s primary motivation behind the creation of the State Fuel Network in 1991, were the Federal regulations adopted by the Environmental Protection Agency (EPA) in 1988. These regulations set stricter standards for the maintenance of Underground fuel Tank Storage (UTS), which created funding and maintenance issues for State Agencies with UTSs. The UTSs had to be within compliance by 1998, with the help of the State Fuel Network the State of Utah as well as several other governmental entities where able to meet the deadline.

The Legislature also mandated that all State fuel purchases be monitored by one source. This was accomplished with the use of electronic card readers. The legislature offered access of this enhanced system to other governmental entities.
